How do you change the region code on a American PSP?

I got a PSP in the USA and i need the region code changed to The Belgium region code because i bought the movie Dodgeball in belgium.Just tell me.

you cannot change regional codes. because if you could the regional lock outs basically woulndt matter.

you would need a mod chip that can read all UMDs no matter what region code it has.
